Welcomes and Introductions

The Chair will welcome everyone and introduce members of the Committee to the public.

The Chair welcomed everyone and Councillors introduced themselves.

2.

To approve the Minutes of the meeting of the Committee held on 30 July 2015.

Agreed as a correct record.

3.

The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests.

4.

Admissions of the Public

Most debates take place in public.  This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual.  You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

Agreed to discuss all items in public session.

5.

Deputations/ Petitions

The Committee will receive any petitions and hear any deputations from members of the public.  A deputation is where up to five people can attend the meeting and make a presentation on some particular issue of concern.  A member of the public can also hand in a petition at the meeting but that petition should relate to something on which the body has powers and responsibilities.

Kirklees Dementia Action Alliance

The Committee will receive a presentation from Elaine Bostock, giving an overview of the aims and activities of Kirklees Dementia Action Alliance, which works to improve the lives of people with dementia.

Decision:

Received a presentation on work taking place to create dementia friendly local communities and noted that more information is available on the Kirklees website and by contacting Elaine.

7.

Safe Places Scheme

The Committee will receive a presentation from Samantha Jones about the scheme.  The scheme is developing a network of safe places for vulnerable people to use when out and about.

Decision:

Received a presentation on the scheme and agreed that the Committee’s Health and Well-being Portfolio work with Mencap and Kirklees Dementia Alliance to action plan how the safe places scheme can be rolled out to local businesses and communities in the Kirklees Rural area.

The Committee will consider the approach, process and timescales for decision making on this budget which has been delegated to it.

Decision:

Agreed the proposed approach and timescales for the gathering of ideas, engagement at a special area forum and decision making by the District Committee on the delegated budget.  A date for the area forum in late November to be arranged as soon as possible.

Decision:

Agreed:

 

1)         That approval of £500.00 revenue discretionary grant towards Holme

            Valley Wartime weekend 5/ 6th September in Holmfirth to be noted.

 

2)         The Linthwaite Lights Group be granted £1,000.00 revenue towards Christmas lights for the village, subject to the group registering with the Council’s grant access point.

 

3)         That £7,400.00 revenue funding be allocated as follows on Christmas tree/ lights in 2015: Denby Dale - £900.00, Kirkburton - £1,300.00, Colne Valley - £2,600.00 and Golcar - £2,600.00.

 

4)         That Golcar Lily Day Environment Group be granted £250.00 revenue to produce a Golcar Lily Ginnel Trail leaflet.

Decision:

The following questions were asked and Councillors responded:-

 

(a)       Does Kirklees pay Traffic Wardens by the number of tickets they give out?

 

(b)       Will the regional devolution plans create competition among areas?

 

(c)        Coal Pit Lane, New Mill is overgrown, what is the Council doing about it?

 

(d)       Two signs on the lower road between Netherthong and Meltham are encased in trees, can they be cleared so drivers can see there is a cross road?

 

(e)       What is being done to stop parked cars obscuring sight lines by the Health Centre?
