Welcomes and Introductions

The Chair will welcome everyone and introduce members of the Committee to the public.

Decision:

The Chair welcomed everyone to the meeting and Committee members introduced themselves.

2.

Decision:

Agreed as a correct record.

3.

Interests

The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests.

Decision:

None were declared.

4.

Admission of the public

Most debates take place in public.  This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual.  You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

Decision:

Agreed to discuss all items in public session.

5.

Deputations / Petitions

The Committee will receive any petitions and hear any deputations from members of the public.  A deputation is where up to five people can attend the meeting and make a presentation on some particular issue of concern.  A member of the public can also hand in a petition at the meeting but that petition should relate to something on which the body has powers and responsibilities.

Kirklees Rural Neighbourhood Police Team Update

The Committee will receive a presentation on call handling and crime management.

Decision:

Received a presentation on call handling and crime management. Sgt Lockwood explained how Police processes and services are kept under review to ensure an efficient and appropriate response to calls. Community representatives are asked to pass on this message and to make suggestions about how resources could be best deployed in the local community; one suggestion is that a text number be made available for people to contact the Police about any incidents on the Ale Trail.

7.

Young People's Health and Well-Being Survey

The Committee will receive a presentation on the initial results of the survey for the Kirklees Rural district.

Decision:

Received a presentation on the survey results which show that Young People living in the Kirklees Rural area have lower emotional resilience than in other parts of Kirklees. Agreed that this be looked into by the Committee’s Health and well being portfolio group.

Streetscene Winter Maintenance Programme

The Committee will receive a presentation on the programme for 2015-2016 and support available for the community to get involved.

Decision:

Received a presentation and noted that there will be gritting on some routes on the tops as well as the normal routes. An appeal was made for more Community Groups to get involved in helping to clear snow.

Greenspaces Service Standards Engagement

The Committee will receive a report which sets out how wards and community organisations will be consulted on the maintenance regime for 2016-2017.

The Committee will consider applications for funding:

 

·         Milnsbridge Christmas Day Get Together  (Golcar) £500.00

·         Play to Aspire Toy Library (Golcar) £2,100.00

·         Honley Christmas Lights 2015 (Holme Valley North) £1,000.00

·         Denby Dale Litherup Lane Highway Works (Denby Dale) £1,000.00

·         Scapegoat Hill Spring Watch Community Wildlife Project (Colne Valley) £450.00

Decision:

1)    Noted an adjustment to the return to budget of £800.00 for the Ale Trail by £62.50.

2)    Agreed that projects be funded as follow –

 

·         £500 Revenue grant to Milnsbridge Community Trust to provide a Christmas day lunch for vulnerable or isolated people.

·         £2,100 Revenue grant to Aspire Co-operative Learning Trust to set-up a toy library in each of the four schools in the Trust (Royds Hall, Beech, St Johns and Golcar).

·         £1,000 Revenue grant to Honley Business Association towards the Christmas lights 2015.

·         £1,000 Revenue for installation of kerb stones on Litherup Lane, Clayton West to prevent Anti-Social behaviour and littering at the site.

·         £450.00 Revenue grant to Friends of Scape School towards a community environmental learning project.
