Welcomes and Introductions

The Chair will welcome everyone and introduce members of the Committee to the public.

Decision:

The Chair welcomed everyone and members of the committee introduced themselves.

 

2.

To approve the Minutes of the meeting of the Committee held on 24 March 2016.

Decision:

The minutes of the previous meeting were agreed as a correct record.

 

3.

The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests.

Decision:

Councillor Greaves declared an Other Interest in agenda item 10 Committee budget report, grant application by Honley Cricket Club, and remained in the meeting.

 

4.

Admission of the public

Most debates take place in public.  This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual.  You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

Decision:

Agreed that all items be considered in public session

5.

Deputations / Petitions

The Committee will receive any petitions and hear any deputations from members of the public.  A deputation is where up to five people can attend the meeting and make a presentation on some particular issue of concern.  A member of the public can also hand in a petition at the meeting but that petition should relate to something on which the body has powers and responsibilities.

None were received.

 

6.

Update on Crime and Community Safety

The Committee will receive an update on crime and community safety in the Kirklees Rural are including the Ale Trail.

Decision:

Noted an overall reduction in crime across the Kirklees Rural area since 1st June 2016, specific issues and action to address anti social behaviour.  Multi agency work to tackle issues on the Ale Trail including Public Space Protection Order zones in Slaithwaite and Marsden (public consultation on Kirklees Website).   New Police recruits will start to be deployed across the rural area from September.

The Committee will receive an overview of the programme including update from Aspire Trust and Honley High School and discuss how it can contribute to the service model.

Decision:

Received an overview of the aims of the programme and role of schools.  Noted that the programme is needs led and that services will be co- produced with local communities and the link with the proposed early help hubs (public engagement on Kirklees Website).

The Committee will receive updates from community groups on the outcomes of projects funded by  the committee.  Also an update on work being done by the skatepark group in Marsden.

Received a presentation from the young people’s skate park group in Marsden on their fundraising activity and updates on projects from Honley Cricket Club, Linthwaite Christmas Lights group, Friends of Marsden Park and Linthwaite Community Garden.

-           Birdsedge replacement bench £1,240 (Denby Dale Ward)

-           Colne Valley/ Golcar NMG £2,000 (Colne Valley/Golcar Wards)

 

Capital:

 

-           Leymoor Cricket Club £1,162 (Golcar Ward)

-           Wooldale Community Car Park Renovation £4,000 (Holme Valley South Ward)

 

New Homes Bonus:

 

-           Honley Cricket Club Changing Rooms £10,000 (Holme Valley

North Ward)

Decision:

Agreed 1) funding allocations as follows:-

 

a)    £600 revenue to move Milnsbridge Library art work

b)    £1,000 revenue grant to Honley Business Association towards Honley Feast event

c)    £1,162 capital grant to Leymoor Cricket Club towards repair and enhancement of the club pavilion

d)    £1,240 revenue for a replacement public bench in Birdsedge

e)    £4,000 capital grant to Wooldale Community Association towards upgrade of the car park for the centre, subject to completion of the asset transfer

f)     £10,000 New Homes Bonus grant to Honley Cricket Club towards new changing rooms at the pavilion, subject to completion of the GAP registration process and funding to be released once the total amount of funding is agreed and in place

g)    £2,000 revenue for community safety activities to be managed by Golcar/ Colne Valley NMG

 

2)   Refused a grant application from Milnsbridge Enhancement Group to repair steps on the riverside walk.

 

3)  Noted the returns to budget and discretionary grant as set out in the report.
