Welcomes and Introductions

The Chair will welcome everyone and introduce members of the Committee to the public.

Decision:

The Chair welcomed everyone to the meeting.

2.

To approve the Minutes of the meeting of the Committee held on 22nd November 2016.

Decision:

Agreed as a correct record.

3.

The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests.

Decision:

Councillor Richards declared an Other Interest in item 9, District Committee Devolved Budget Report re the proposal to allocate funding to improve Golcar Library Garden as a member of the Friends of Library Group, and declared an Other Interest in the proposal to allocate funding to the Weaving Women’s Project as a committee member and trustee of Colne Valley Museum, and remained in the meeting.

Admission of the public

Most debates take place in public.  This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual.  You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

Decision:

Agreed that all items be discussed in public session.

 

Agreed that an amended proposal from Slaithwaite Civic Hall Trust under item 9 District Committee Devolved Budget be considered as a late, urgent item for the reason that the Trust’s financial situation has changed since submission of the original application.

The Comoodle Platform

The Committee will receive a presentation on how to borrow and share on the Comoodle platform.

Received a presentation on how community groups and individuals can borrow and share skills, equipment and space for community benefit.

The Green Space Strategy, Service Standards for Parks and Open Spaces and Natural Kirklees pdf icon PDF 380 KB

The Committee will note the service standards for parks and open spaces in Kirklees Rural district.

 

The Committee will receive a presentation on the work with Natural Kirklees to support more people getting involved in looking after the natural environment and creating and maintaining spaces that all can enjoy.

Decision:

Noted the report setting out the service standards for parks and open spaces in the Kirklees Rural district for 2017-18.

 

Received a presentation on the work of the Council with Natural Kirklees, and the support/ expertise that is available to community groups from the network such as free insurance and hand tools available to borrow from the shed at Beaumont Park via the website.

Noted updates from groups funded by the Committee; Honley Business Association re Honley Christmas lights 2016, Holmfirth Christmas Lights Team re the 2016 lights, Milnsbridge Village Hall re Christmas lunch, Clayton West Cricket Club re new mower and roller and the Aspire Trust re the toy library.

The Committee will note how people can get involved in the public consultation, 13th February to 12th March 2017, on planned improvements to the tow path between Huddersfield town centre and Slaithwaite.

Noted the information and leaflets to take away, noted the proposal is to widen the canal tow path at Longroyd Bridge which is narrow in places, people who have used this path are encouraged to comment.

(iv)       £33,244 short term loan to Denby Dale Walkers are Welcome Group regarding work on the Kirkburton Spur of the Trans Pennine Trail (Denby Dale/ Kirkburton), subject to written confirmation from EPIP of the grant award, a signed agreement with the Council for the loan and written confirmation of the timescale for the work

Deputations / Petitions

The Committee will receive any petitions and hear any deputations from members of the public.  A deputation is where up to five people can attend the meeting and make a presentation on some particular issue of concern.  A member of the public can also hand in a petition at the meeting but that petition should relate to something on which the body has powers and responsibilities.
