Minutes:

The Panel considered a report which outlined an application for the grant of a premises licence, Abi Mini Mart, 33 Royds Drive, New Mill, Holmfirth, HD9 1LH.

 

The Licensing Officer informed the Panel that, on the 12th March 2023, the Licensing Department received an application for the grant of a new premises license. The licensable activities applied for were as follows:</AI5>

 

Sale of Alcohol (off premises)

Monday - Sunday                                   07:00hrs to 23:00hrs

 

The Licensing Officer advised the Panel that there was a previous premises license, which was held since 2016, and expired on the 31st December 2021, due to the immigration status of the previous license holder. No issues had been reported throughout that license period.

 

The Licensing Officer also advised the Panel that the reasonable authorities had been consulted, as well as Ward Councillors and no concerns or objections were raised.

 

In response to this application, a representation was received from a member of the public who expressed concerns in relation to noise and public nuisance, litter, anti-social behaviour, underage drinking and drug dealing, and that if the license be granted, the licensing objectives in respect of public nuisance and prevention of crime and disorder would not be achieved.

 

A representative acting on behalf of the applicant advised the Panel that, the applicant had applied for the new premises license to be able to sell a small amount of alcohol responsibly, to the local community as part of the overall business development, and that the applicant was an experienced operator who also held a personal license.

 

In response to concerns raised by the objector, the representative informed the Panel that no objections had been received from responsible authorities and lots of local people were in support of the application and had signed a petition.

 

There were CCTV cameras installed inside and outside of the premises, staff training would be provided in relation to the sale and legal responsibilities of selling alcohol, customers would be encouraged not to drop litter, litter picks would be undertaken to clear away any littler from the area and clear records would be kept for recording incidents and alcohol refusal.

 

The Representative also highlighted that a temporary events notice had previously been granted and that there were no issues throughout the 26-day period.

 

RESOLVED:

 

That the application for the Grant of a Premises License for Abi Mini Mart, 33 Royds Drive, New Mill, Holmfirth, HD9 1LH be granted as requested.

 

The Panel recommended that if the local community had any concerns or issues relating to the sale of alcohol, that they engage directly with the applicant to try and resolve these.
