Membership of the Committee

This is where Councillors who are attending as substitutes will say for whom they are attending.

Decision:

 

No subs were in attendance.

2.

Minutes of Previous Meeting pdf icon PDF 212 KB

To approve the minutes of the meeting of the Committee held on the 4th August 2021.

Decision:

That the minutes of the meeting held on the 4 August 2021, be approved as a correct record.

3.

The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests.

Decision:

No interests were declared.

4.

Admission of the Public

Most debates take place in public. This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual. You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

Decision:

To determine that the public be excluded from consideration of agenda item 11.

5.

Deputations/Petitions

The Committee will receive any petitions and hear any deputations from members of the public. A deputation is where up to five people can attend the meeting and make a presentation on some particular issue of concern. A member of the public can also hand in a petition at the meeting but that petition should relate to something on which the body has powers and responsibilities.

 

In accordance with Council Procedure Rule 10 (2), Members of the Public should provide at least 24 hours’ notice of presenting a deputation.  

 

Decision:

The Committee received the following deputations:

 

a)          Mr Akooji Badat representing Hackney Carriage and Private Hire vehicles in respect of the Suitability and Convictions policy; and

 

b)          Mr Hasan Badat community representative in respect of the Suitability and Convictions policy

 

 

RESOLVED

 

That in response to the deputations received a written response would be provided by the Chair of the Committee.

6.

Public Question Time

The Committee will hear any questions from the general public.

That written responses would be provided to the public questions that were asked during the meeting.

7.

Licensing Service - Update Report pdf icon PDF 345 KB

The purpose of the report is to inform members of the activities undertaken to discharge the Council’s licensing functions from 1st April 2021.

That the Licensing Service update report be noted by the Committee.

8.

New HM Revenue and Customs (HMRC) - Requirements for Taxi, Private Hire and Scrap Metal licence holders pdf icon PDF 234 KB

The purpose of the report is to inform members of the new HMRC tax requirements for licence holders from April 2022.

That the New HM Revenue and Customs (HMRC) - Requirements for Taxi, Private Hire and Scrap Metal licence holders report be noted by the Committee.

The purpose of the report is to provide members with an overview of the decisions taken by the group leader for licensing under delegated authority.

That:

a)    the Delegated Officer Decision report be noted by the Committee

b)    that officers be thanked for the excellent work being undertaken discharging the Committees’ policies

10.

Exclusion of the public

To resolve that under Section 100(A)(4) of the Local Government Act 1972, the public be excluded from the meeting during consideration of the following item of business, on the grounds that they involve the likely disclosure of exempt information, as defined in Part 1 of Schedule 12A of the Act.

That the public be excluded from consideration of agenda item 11.

11.

Delegated Officer Decisions (Licensing)

Exempt information relating to Part 1 of Schedule 12A of the Local Government Act 1972, namely that the report contains information relating to individuals, and information which is likely to reveal the identity of an individual. The public interest in maintaining the exemption outweighs the public interest in disclosing the information and providing greater openness in the Council’s decision making.

 

 

To receive exempt information in relation to Agenda Item 9.
