The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests.

Decision:

Co-optee David Rigby declared an interest in item 4 (Communication and Engagement Plan – Mental Health Rehabilitation and Recovery Equality and Engagement Plan) on the grounds of being a member of South West Yorkshire Partnership NHS Foundation Trust.

 

Councillor Nell Griffiths declared an interest in Item 3 (Adult Social Care Offer Consultation) on the grounds that her partner worked for Carers Count.

Admission of the public

Most debates take place in public. This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual. You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

Decision:

That all items be considered in public session.

 

The Panel received a deputation from Paul Cooney on the Communication and Engagement - Mental Health Rehabilitation and Recovery Equality and Engagement Plan.

The Panel will consider a report on the recent Adult Social Care Offer consultation, developments to date and next steps.

Decision:

1.    That Richard Parry and Amanda Evans be thanked for attending the meeting.

2.    That the Panel receive reassurance that:

a.    The new proposed model for Adult Social Care will not create any further delays to assessments and that current delays are resolved;

b.    Carers as well as services users will be supported through the process.

3.    The Panel would wish to see the proposals include details of how capacity within the community sector will be adequately supported.

4.    The Panel feel that the Consultation doesn’t reflect strongly enough the voice of the service user and would wish to see steps taken to increase the numbers of services users that are consulted.

5.    The Panel would wish to see the proposals include details of improvements to the system in order to provide easier access to support and advice.

6.    The Panel would wish to see a copy of the Draft Direct Payments Policy and details of the support planning tool for the Resource Allocation System.

7.    The Panel would wish to see how the new proposed model for Adult Social Care interfaces with other areas of the health system including Care Closer to Home; GP’s and acute services.

8.    The Panel recommend that further consultation on the new model and future reports should include a more explicit reference to the financial context and implications of the proposals.

Communication and Engagement Plan - Mental Health Rehabilitation and Recovery Services Transformation pdf icon PDF 158 KB

The Panel will consider a report from Greater Huddersfield CCG outlining the Mental Health Rehabilitation and Recovery Equality and Engagement Plan.

Decision:

1.    That Vicky Dutchburn and Dawn Pearson be thanked for attending the meeting.

2.    That the Panel have a concern that Community Voices could focus on accessing existing contacts within their Communities and would therefore wish to see evidence from the results of the engagement that consultation has been carried out with people across the whole of Kirklees and from different communities.

3.    That the Panel would wish to see that the engagement activity has been robust and includes a focus on engaging with service users.

The Panel will review its work programme for 2018/19 and consider its forward agenda plan.

Decision:

1.    That progress of the work programme 2018/19 be noted.

2.    That the Panel submit feedback to the NHS England North (Yorkshire and the Humber) engagement on the procurement of orthodontic services.

That the request to include Foetal Alcohol Spectrum Disorder on the Panel Work Programme be initially investigated as a Lead member issue.
