The Chief Executive advised of the official return of Councillors following the local district elections, held on 4 May 2023, as set out at Agenda Item 5.

 

The Mayor welcomed all Councillors to the new municipal year, and welcomed newly elected Councillors, namely Councillors Ali, Amin Addy, Bellamy, McKerchar, Moore and Safdar.

 

Council received tributes to former Councillor Michael Watson, who had not been re-elected and had represented the Denby Dale ward from May 2015.

 

The Mayor advised Council of the death of former Councillor Fran Perry who had represented the Ashbrow Ward. Tributes were paid by Councillors Pandor and Homewood.

17/05/2023 - Decision to appoint an external provider to deliver a diagnostic in the Adults & Health directorate ref: 11083    Recommendations Approved

The Strategic Director of Adults and Health was delegated by Cabinet on Tuesday 17th January 2023 - To evaluate and award a call off contract following a mini competition using Lot 7 of the Crown Commercial Service Management Framework Agreement in consultation with the Strategic Director of Corporate Strategy, Commissioning and Public Health, the Section 151 Officer and Cabinet Members for Health and Social Care, and Corporate Services.

 

The procurement mini competition has now completed and the decision to appoint an external provider can be made.

12/05/2023 - Listing of Savoy Square, Bradford Road, Cleckheaton, BD19 3JH as an Asset of Community Value (ACV) ref: 11066    Recommendations Approved

 

The Chair of the ACV Listing Panel considered that in the opinion of the council Savoy Square should be listed as an ACV as the nominating group and the land met the eligibility criteria set out in the Localism Act 2011. The current and proposed use of the land furthers the social well-being and social interest of the community set out in Part 5, Chapter 3 paragraph 88 (1) (a) & (b) of the Act.

 

The listing lasts for five years from the 5 April 2023.

24/05/2023 - Price Variation/Increase to Frozen Food/Ambient Food Contract (Lots 1 and 2 combined) for Schools Meals/Catering Service. ref: 11065    Recommendations Approved

Inflation continues to impact to the price of frozen and ambient food, resulting in the need to issue a variation/increase to the current contract by 5.36%.

 

The supplier has provided details of the level of price changes which reflects the actual wholesale market changes between 26th of October to date which have been substantial.

 

Options considered.

-       Continue with current supplier with increasing costs to the council.

-       Negotiate with the existing supplier looking at alternative food options (this has been undertaken but unfortunately did not mitigate the increases in wholesale costs)

-       Terminate the contract with the current supplier and test the market. However, this would be a high-risk strategy leading to potentially even higher cost to the Council
