02/04/2024 - Withdrawal of the 'bistro' catering service within the Excellent Homes for Life Extra Care Housing schemes ref: 11925    Recommendations Approved

That the current catering service is withdrawn based on evidence that:

 

·     There is a low usage of the Bistro Services in its current format.

·     There are a significant number of tenants already receiving meal provision support within their care package.

·     An activity programme exists already within the Care Provider contract to support tenants to reduce their social isolation and maintain wellbeing.

·     Amendments can be made quickly to the existing activity programme to incorporate food-based activity and opportunity.

·     Additional food-based or other activity will continue to be explored as a longer-term provision.

 

Written submissions are received from tenants and members of the public via dedicated engagement questions plus broader concerns and constructive feedback also received alongside.  Verbal updates received during in-person tenant engagement.

 

All representations were logged and fed into the decision-making process.  The main concerns related to individuals with care and support needs and a potential increase in social isolation for all tenants.  Any decisions were paused until further exploration of alternative provision in the short-term could be undertaken which is now satisfied. Further exploration will also continue over the longer term as an ongoing action to enhance activities on site which are either food-based and/or provide alleviation from social isolation.  Additionally, care package reviews/assessments will be undertaken as required and with the consent of tenants.

03/04/2024 - Decision to tender and award a Hire of Civil Engineering Plant, Vehicles and Equipment without Operator(s) Framework ref: 11916    Recommendations Approved

CONTRACT REF: KMCHS-392 Framework Period:1st May 2024 to 30th April 2026 with an option to extend for two further twelve-month periods until 30th April 2028.

 

The current framework arrangement expires 31st April 2024

 

The replacement framework is being let to include lots for the neighbouring authorities of Bradford, Calderdale, Leeds and York. Following a compliant procurement process in line with Public contract Regulations 2015 the new framework will run from 1st May 2024 for an initial two year period, with the option to extend for two further twelve-month periods until 30th April 2028.

 

The estimated total value of the framework is £5,300,000

 

Yearly spend is estimated at City of Bradford Metropolitan District Council £50,000.00, The Borough of Calderdale Council £75,000.00, Kirklees Council £100,000.00, Leeds City Council £1,000,000.00 and City of York Council £100,000.00.

 

The framework is in place to supplement the delivery of highways projects. This includes, but not limited to, access platforms, concrete mixers, rollers, saws, temporary traffic signals.  The Capital required to purchase these items of plant, combined with the running costs and uncertainty of work dictates the hire model as the most economical.

21/03/2024 - Local Plan Documents: Statement of Community Involvement and Local Plan Timetable ref: 11909    Recommendations Approved

Cabinet 12th March 2024 Item 19 Resolution 2 “That the Local Plan Timetable be adopted and published on the council’s website”.

 

The Levelling Up and Regeneration Act 2023 is introducing new plan-making requirements  set out at Schedule 7 of the Act. Part of this is the production of a Local Plan Timetable’ (LPT) which will replace the existing requirement to produce a ‘Local Development Scheme’.

 

The proposed content for a LPT is set out at Schedule 7 (15B (2)) and is an extended content of the council’s existing LDS. However, Schedule 7 of the act has not been brought into effect yet, consequently we are re-naming and publishing the LPT as a Local Development Scheme in accordance with the current legislation (Section 15 of the Planning and Compulsory Purchase Act 2004).

 

The changes made are to the title of the document, all references to LPT changed to LDS and the addition of a new paragraph at the beginning of the document stating, “This document is a Local Development Scheme (LDS) for the purposes of Section 15 of the Planning and Compulsory Purchase Act 2004 and is being processed in accordance with that Act.”

As per the Procurement Strategy, an Open Above Threshold tender has been undertaken to arrange a contract for the supply and delivery of workwear and Personal Protective Equipment (PPE).

 

The Contract Award is based on the Most Economically Advantageous Tender.  The evaluation criteria used to evaluate the tenders received is 70% Price / 20% Quality / 10% Social Value.

 

The outcome of the procurement resulted in the contract being awarded to PWS (Protective Wear Supplies) Ltd.

 

Annual estimated value of the contract is £250,000

 

The contract will commence on 1 June 2024 to 31 May 2027 with provision to extend for a further year, to 31 May 2028.
