Integrated Care Board Funding for the Work and Health Accelerator and Trailblazer programmes

Decision Maker: Executive Director for Place

Decision status: Recommendations Approved

Is Key decision?: No

Is subject to call in?: No

Purpose:

The Council has been awarded £325,000 by the West Yorkshire Integrated Care Board (ICB) to part-fund the Wellbeing Works project, part of the Work and Health Accelerator and Trailblazer Programmes.

The funding will be made available to the Council via section 256 of the NHS Act 2006. This enables the ICB to fund expenditure incurred by the Council in connection with any of its functions which, in the opinion of the ICB, have an effect on the health of any individuals; have an effect on or are affected by any NHS functions; or are connected with any NHS functions.

The Wellness Works project will create a series of community-based health hubs bringing together a range of health and employment support services and provide key worker support for residents who are economically inactive due to poor health. The proposed use of the funding is in full accord with the requirements of the 2006 Act.

A range of stakeholders have been consulted on the Trailblazer programme including West Yorkshire Combined Authority. There is ongoing engagement with delivery partners and service users to shape delivery of the programme.

Decision:

The decision has been taken:

(i)       to accept a grant of £325,000 (three hundred and twenty-five thousand pounds) from the NHS West Yorkshire Integrated Care Board, pursuant to s256 of the National Health Service Act 2006, to partially fund the Wellbeing Works Project; and

(ii)       for the Service Director Legal, Governance & Commissioning to enter into the related legal agreement to accept the funding.
