To confirm the fee rates for Landscape Architects site inspections and certification of on-site Open Space provision from housing developments as per LP63 provisions for: -

·       Parks & Recreation Grounds

·       Natural & Semi-Natural Greenspace

·       Amenity Greenspace

·       Allotments

·       Children & Young People (LAP, LEAP & NEAP)

·       Outdoor Sports

·       MUGA

The Open Space SPD sets out detailed guidance on the implementation of Local Plan policy LP63 (New Open Space) in relation open space provision provided as part of a housing development, which includes on-site open space. Section 106 agreements include the clause for this open space to be inspected and certified as implemented, fully in line with the planning approval.

Agreement from Executive Director of Place is sought for Inspection fee rates for the certification of Open Spaces provided on-site, and to review these inspection fee rates annually, in line with inflation and in accordance with the FPR 11.1 requirements.

Reason: To ensure The Council has an up-to-date fee table for inspections of on-site Open Space as provided by developers in line with the Supplementary Planning Document and inspections & certification carried out by Kirklees Landscape Architects as per the s106 agreements.

Approval of fees for the implementation of the s106 agreement for the Landscape Architect to inspect and certify provision of public open space(s) on site.

Also, decision to increase fee rates for the Inspection and certification of Open Space on site in line with inflation and henceforth carry out annual inflation increases (as required), to ensure FPR 11.1 requirements are met.  The fees table for the inspection of the on-site open spaces is attached.
