To consider a proposal to establish a Local Authority backed private sector energy improvement scheme and to allocate £1m to offer financial support to homeowners and landlords of PRS.

Decision:
That approval be given to the establishment of a Local Authority backed private sector energy improvement scheme and the creation of a £1m fund, initially, to offer financial support through Home Appreciation Loans for qualifying households.
