To consider objections received to the traffic calming proposed under Highways Act 1980 – Section 90 A-F – Bradshaw Road, Honley

RESOLVED: That the objections to the proposed Traffic Calming Bradshaw Road, Honley be overruled and that the scheme be implemented as advertised.

The Committee considered objections received to the traffic calming proposed under Highways Act 1980 – Section 90 A-F – Bradshaw Road, Honley which was presented by Dean Barker, Principal Road Safety Engineer.

It was noted that the scheme had been developed in response to resident concerns about excessive vehicle speeds, particularly downhill into the village, and proposed the installation of two speed humps and one set of three speed cushions over a 200-metre stretch between Derwent Road and Bradshaw Avenue. The scheme was supported by Ward Councillors and aligned with the Council’s objectives to improve road safety and promote active travel.

Over 360 residents were consulted via letter, and plans were made available in Honley Library. The original scheme, which had included seven features over a 600-metre stretch, was revised and reduced in scope following feedback from residents and Councillors. The revised scheme focused on the area where speeding was most prevalent and was designed to reduce vehicle speeds as they entered the residential zone of the village.

The proposals were formally advertised in accordance with the Highways (Road Hump) Regulations 1999 from 14 March to 11 April 2025. During this period, two formal objections were received during the advertisement period. Officers responded to objections with evidence from speed surveys and national guidance, concluding that the objections did not outweigh the benefits of the scheme.

Having considered all the information to it verbally and in writing the committee noted that the evidence to support the introduction of the traffic calming scheme was overwhelming and it was agreed that;
