The Panel considered a report which outlined an application for the Full Variation of a Club Premises Certificate, Drub Lane Working Men’s Club, 104 Drub Lane, Cleckheaton, BD19 4BU.
The Licensing Officer outlined the application, advising the Panel that on the 19th September 2025, the Licensing Department received an application for the Full Variation of a Club Premises Certificate, Drub Lane Working Men’s Club, 104 Drub Lane, Drub, Cleckheaton, BD19 4BU.
The application sought to amend the supply of alcohol timings on a Saturday and Sunday from:
Saturday 20:00 – 24:00
Sunday 12:00 – 14:00
Sunday 20:00 – 23:00
to:
Saturday 12:00 - 24:00
Sunday 12:00 - 23:00
The premises had been granted three Temporary Events Notices (TEN’s) to extend their licensed hours on the 10th & 16th August 2025, and the 11th October 2025 without any complaints recorded.
During the consultation period, five representations had been received from members of the public, in relation to the following licensing objectives not being met:
· The Prevention of Crime and Disorder
· The Prevention of Public Nuisance
· Public Safety
The representations highlighted concerns, particularly in relation to noise, parking congestion and increased traffic, and the potential impact this had on pedestrian safety.
No representations had been received from any Responsible Authorities.

A representative on the club’s Committee responded to the concerns and advised the Panel that the club had existed for over one hundred years. The Club had suffered financial losses previously but had had a couple of successful years and was nearly back in profit. Functions at the club had attributed to this success and the Committee wanted this to continue. The Panel was also advised that around 50% - 60% of people using the club were elderly people who lived in the village.
RESOLVED - that the application for the Full Variation of a Club Premises Certificate, Drub Lane Working Men’s Club, 104 Drub Lane, Cleckheaton, BD19 4BU be granted as applied for, with the supply of alcohol timings amended to:
Saturday 12:00 – 24:00
Sunday 12:00 – 23:00
The reasons for the decision were:
· The Panel considered the representations made by the objectors and the response given to each objection by the applicant.
· The Panel considered the lack of incidents and length of time the club has been in operation, and the recent successful Temporary Events Notices (TEN’s).
· There were no representations received from any of the Responsible Authorities.
· The application for the Full Variation of a Club Premises Certificate would be consistent with the four licensing objectives.
