Membership of the Committee

This is where Councillors who are attending as substitutes will say for whom they are attending.

Decision:

Councillor Armer substituted for Councillor Sims.

Councillor E Firth substituted for Councillor Pattison.

2:

To approve the Minutes of the meeting of the Committee held on 9 April 2015.

Decision:

Approved as a correct record.

3:

The Councillors will be asked to say if there are any items on the Agenda about which they might have been lobbied. The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the item or participating in any vote upon the item, or any other interests.

Decision:

Councillor Hemingway declared that he had been lobbied on Application 2014/93961.

 

Councillors Wilkinson and Lyons declared that they had been lobbied on Application 2014/93192.

 

Councillors Bellamy and D Firth declared an ‘other’ interest in Application 2014/93192 on the grounds that they are Trustees of Holme Valley Land Charity (the applicant) and left the meeting during the consideration and determination of this application.

 

Councillor Sokhal declared that he had been lobbied on Application 2014/93014.

 

Councillor Lyons declared (i) that he had been lobbied on Application 2015/90374 and (ii) an ‘other’ interest in Application 2014/92634 on the grounds that his daughter lived in close proximity to the site.

4:

Admission of the Public

Most debates take place in public. This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual. You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

Decision:

It was noted that all agenda items would be considered in public session.

5:

Deputations/Petitions

The Committee will receive any petitions and hear any deputations from members of the public. A deputation is where up to five people can attend the meeting and make a presentation on some particular issue of concern. A member of the public can also hand in a petition at the meeting but that petition should relate to something on which the body has powers and responsibilities.

 

Any Member of the Public wishing to make a deputation is required to give notice in writing to the Assistant Director – Legal, Governance and Monitoring at least 24 hours prior to the start of the meeting.

Public Question Time

The Committee will hear any questions from the general public.

Decision:

That the Planning Inspectorate be informed that the Council, as a Local Planning Authority, no longer objects to the Secretary of State granting outline planning permission, subject to the conditions as set out within the considered report and the amendment of condition 28 to read ‘Before development commences details of facilities to be provided for charging plug-in and other ultra-low emission vehicles within the curtilage of the dwellings shall be submitted to and agreed in writing with the Local Planning Authority.
