Deputations/Petitions

The Committee will receive any petitions and hear any deputations from members of the public. A deputation is where up to five people can attend the meeting and make a presentation on some particular issue of concern. A member of the public can also hand in a petition at the meeting but that petition should relate to something on which the body has powers and responsibilities.

 

In accordance with Council Procedure Rule 10 (2), Members of the Public should provide at least 24 hours’ notice of presenting a deputation.

RESOLVED:

 

That the application for the grant of a premises licence: Batley Superstore, 91 Commercial Street, Batley, WF17 5EF be granted as requested.

Minutes:

The Panel considered a report which outlined an application under section S51 of the Licensing Act 2003, for the grant of a premises licence, Batley Super Store Ltd, 91 Commercial Street, Batley.

 

The Panel was advised that on the 11th July 2022, the Licensing Department received an application for the new grant of a premises licence for Batley Super Store Ltd, 91 Commercial Street, Batley, WF17 5EF.

 

The licensable activities applied for were as follows:

 

Sale of alcohol (off the premises)

Sunday – Thursday – 07:00 – 23:00

Friday – Saturday – 07.00 – 23.59 hrs (Midnight)

 

In response to the application, one the of ward councillors for the area expressed concern regarding the potential for crime and disorder and public nuisance, and should the licence be granted the licensing objectives in respect of the prevention of crime and disorder and the prevention of public nuisance would not be achieved.

 

The Panel was advised that West Yorkshire Police were consulted and had no concerns regarding alcohol issues and anti-social behaviour in the area.  No representations were made by any of the other Responsible Authorities regarding the application. 

 

The applicant’s representative explained that the business was a small shop, selling everyday goods in a commercial area.  The business had held a licence since 2016 with no complaints or problems.  The applicant’s representative advised that one of the main principles of the application was to ensure that the application fully supported the licensing objectives and was confident that the operating schedule put forward satisfied those criteria.

RESOLVED:

 

That the application for the Grant of a Premises Licence: Batley Super Store Ltd, 91 Commercial Street, Batley, WF17 5EF be granted as requested.

Application for the variation of a Premises Licence: Woodman Inn, 6 Hartley Street, Dewsbury, WF13 ZBJ pdf icon PDF 1 MB

RESOLVED:

 

That the application for the variation of a Premises Licence, specifically the removal of condition 2 “A minimum of two door staff to be employed on a Friday and Saturday night from 8pm until all customers have left” set by the Licensing Panel in March 2021 be granted.

Minutes:

The Panel considered a report which outlined an application under the Licensing Act 2003, for the variation of a premises licence, Woodman Inn, 6 Hartley Street, Dewsbury.

 

The Panel was advised that on the 19thJuly 2022, the Licensing Department received an application for the variation of a premises licence for Woodman Inn, 6 Harley Street, Dewsbury, WF13 2BJ.

 

The applicant requested condition 2 “A minimum of two door staff to be employed on a Friday and Saturday night from 8pm until all customers have left” set by the Licensing Panel on 3rd March 2021 to be removed. 

 

The Panel was advised that West Yorkshire Police had no objections to the condition requested to be removed and Environmental Health had reviewed the application and had no recent complaints.

 

The Designated Premises Supervisor explained that it was no longer feasible to finance two door staff due to the low numbers of customers and that they no longer attracted younger customers.

 

RESOLVED:

 

That the application for the variation of a Premises Licence, specifically the removal of condition 2 “A minimum of two door staff to be employed on a Friday and Saturday night from 8pm until all customers have left” set by the Licensing Panel in March 2021 be removed.
