Deputations/Petitions The Panel will receive any petitions and/or deputations from members of the public. A deputation is where up to five people can attend the meeting and make a presentation on some particular issue of concern. A member of the public can also submit a petition at the meeting relating to a matter on which the body has powers and responsibilities.
In accordance with Council Procedure Rule 10, Members of the Public must submit a deputation in writing, at least three clear working days in advance of the meeting and shall subsequently be notified if the deputation shall be heard. Licensing Act 2003 - Application for the Level, 47- 49 Station Road, Batley, WF17 5SU To consider the Licensing Application at 10:00am.

That the application for the grant of a premises licence in respect of premises known as Level, 47 – 49 Station Road, Batley, WF17 5SU, be granted as applied for. Minutes: The Panel considered a report which outlined an application for the Grant of a Premises Licence, Level, 47 – 49 Station Road, Batley, WF17 5SU.
The premises had benefitted from several Temporary Event Notices (TEN’s), one application per month from the 16th December 2023 to the 20th December 2024. The events took place between 2pm and midnight on each occasion, and no issues or concerns were reported or recorded.
The licensable activities applied for were as follows:
Sale of Alcohol (on the premises) Monday to Saturday 9am to 3:30am the following day Sunday 9am to 2am the following day
Performance of Dance Monday to Saturday 9am to 3:30am the following day Sunday 9am to 2am the following day
Films Monday to Saturday 9am to 3:30am the following day Sunday 9am to 2am the following day
Live Music Monday to Saturday 9am to 3:30am the following day Sunday 9am to 2am the following day

During the consultation period, a representation had been received from Kirklees Environmental Health Department, in relation to the following licensing objective not being met if the licence was granted:
The representation highlighted concerns in relation to significant noise from customers using the premises, noise from amplified and non-amplified music and vibrations, which would impact on the four residential flats situated above the premises. The Environmental Health Officer suggested that should the licence be granted, the following recommendations be considered to try and reduce noise nuisance, which included:
The applicants advised the Panel that they had consulted with local residents and had not received any objections, or complaints when they operated under Temporary Event Notice’s. A sound test had been carried out which identified no noise leakage from the premises, and that soundlevels met current legislation. The applicants were experienced in the industry; they had other successful establishments and were also knowledgeable in sound proofing.

That the application for the full variation of a premises licence in respect of premises known as, The Office, Fold Head Mills, Huddersfield Road, Mirfield, WF14 8BE, be approved as requested. Minutes: The Panel considered a report which outlined an application for the Full Variation of a Premises Licence, The Office, Fold Head Mills, Huddersfield Road, Mirfield, WF14 8BE.
The Licensing Officer outlined the application, advising the Panel that on the 6th August 2025, the Licensing Department received an application for the Full Variation of a Premises Licence, The Office, Fold Head Mills, Huddersfield Road, Mirfield, WF14 8BE. The venue had benefitted from a premises licence since the 16th November 2016, which included the following licensable activities:
Sale of Alcohol (on and off the premises) Monday – Wednesday 8am -11pm Thursday 8am – midnight Friday and Saturday 8am – 1am Sunday 11am – 11pm
Live and Recorded Music (indoors) Monday – Wednesday 8am -11pm Thursday 8am – midnight Friday and Saturday 8am – 1am Sunday 11am – 11pm
Late Night Refreshments (both indoors and outdoors) Thursday 11pm – midnight Friday and Saturday 11pm – 1am
The application for a full variation was to increase the sale of alcohol, live and recorded music and late-night refreshments on a Friday and Saturday to 2am.
During the consultation period, representations were received from three Ward Councillors in relation to the following licensing objectives not been met if the variation was granted:
No representations had been received from Responsible Authorities. The Licensing Department had received one complaint regarding the premises in November 2021 but there had been no further reported or recorded complaints.
The applicant’s representative advised the Panel that the premises had been fully operational from 2020 following the pandemic. The applicant operated a tight establishment and always adhered to the licensing objectives. There had been no Police activity or involvement from the Licensing Department to indicate crime and disorder. The premises had operated under 60 Temporary Event Notices (TEN’s) until 2am, equating to approximately 100 days, and there had been no issues or complaints raised. Security Industry Authority (SIA) doormen would be in operation on Fridays and Saturdays when the premises were open until 2am.
Having considered all the information presented both verbally and in writing, the Panel, in reaching its decision, had due regard to the provisions of the Licensing Act 2003, the statutory guidance issued under section 182 of the Act, the Councils Statement of Licensing Policy and the relevant provisions of the Human Rights Act.
RESOLVED –
That the application for the full variation of a premises licence in respect of premises known as, The Office, Fold Head Mills, Huddersfield Road, Mirfield, WF14 8BE, be approved as requested.
The reasons for the decision were:
· That granting the variation to the premises licence, would not be inconsistent with the four licensing objectives. · The premises has operated under 60 Temporary Event Notices until 2am, equating to approximately 100 days, without any issues or complaints being raised during that time.
