To approve the minutes of the meeting of the Panel held 11 February 2015.

The minutes of the meeting of the Committee held on 11 February 2015 were approved as a correct record.

The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests.

Most debates take place in public. This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual. You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

The Committee considered the question of the exclusion of the public and determined that all the items be taken in public session.

The Committee will receive any petitions and hear any deputations from members of the public. A deputation is where up to five people can attend the meeting and make a presentation on some particular issue of concern. A member of the public can also hand in a petition at the meeting but that petition should relate to something on which the body has powers and responsibilities.

This report details the outcome of the consultation process in respect of the review of Kirklees Council’s Gambling Policy (Statement of Principles) and makes recommendations to Council for its adoption.

1   That the draft Revised Gambling Policy be recommended to Council for approval.

2   That if anything significant is raised as part of the consultation process then a special meeting of the Licensing and Safety Committee will be convened to consider the issues before the policy is submitted to Full Council.

This report is to consider a change to the conditions attached to the grant of a hackney carriage/private hire driver’s licence.

1   That the wording at point 6 of the policy be revised to include the words ‘exceptional circumstances’. 

2   That the revision in respect of drivers carrying insurance documents while at work not be accepted at this stage but will be revisited when it had been considered by the West Yorkshire Combined Authority.

This report is to consider the existing Licensed Vehicle Age Policy and the licensing of vehicles previously written off.

This report is to consider the revision of the Policy on the relevance of criminal conduct, unsavoury conduct and complaints against Licence Holders and Applicants for licences.
