Membership of the Committee

This is where Councillors who are attending as substitutes will say for whom they are attending.

Decision:

No subs were in attendance at the meeting.

 

2.

Minutes of Previous Meeting pdf icon PDF 380 KB

To approve the minutes of the meeting of the Committee held on the 6th July 2022.

Decision:

The minutes of the meeting held on the 6 July 2022 be amended as follows:

 

1)    In relation to item 9, the Committee is asked to note that work with the Information Governance Team is still ongoing, and an update will be provided at a future committee meeting.

 

2)    In relation to agenda item 10, question 10, to replace ‘all committee members voted for option 1’ with, that officers develop a specific policy in relation to stretch limousines and submit it for consideration at a future meeting of the Licensing & Safety Committee.

The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests.

Decision:

No interests were declared.

 

4.

Admission of the Public

Most debates take place in public. This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual. You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

Decision:

All agenda items were considered in public session.

 

5.

Deputations/Petitions

The Committee will receive any petitions and hear any deputations from members of the public. A deputation is where up to five people can attend the meeting and make a presentation on some particular issue of concern. A member of the public can also hand in a petition at the meeting but that petition should relate to something on which the body has powers and responsibilities.

 

In accordance with Council Procedure Rule 10 (2), Members of the Public should provide at least 24 hours’ notice of presenting a deputation.  

 

Decision:

No deputations or petitions were received.

Public Question Time

The Committee will hear any questions from the general public.

No public questions were asked.

 

7.

Purpose of report is for members to consider and resolve a new fare card for the Hackney Carriage Vehicles.

Decision:

RESOLVED:

a)    that the fares remain as they are currently set.

b)    that further information be provided at the next review in relation to cost implications to the trade.

c)    that a review of the fares be a standard agenda item annually for the Hackney Carriage Trade Association meetings, with an option for the trade to call a review sooner should circumstances change significantly.

The purpose of the report is to advise members of a minor change to the existing driver training policy and the proposed introduction of a fast-track application process for new driver applicants.

RESOLVED:

1)    that the report was noted.

2)    that the proposed amendments to the policy be made permanent.

3)    that the fast-track application process for new applicants be adopted.

4)    that officers bring back further details of the fast-track system for consideration at a future meeting of the Licensing and Safety Committee.

 

9.

Review of Hackney Carriage and Private Hire Statement of Fitness and Suitability Policy pdf icon PDF 994 KB

The purpose of the report is to seek approval from members to commence on a consultation in relation to the proposed changes to the Council’s current suitability policy following its 3-year review.

1)    that officers commence a three-month consultation on the proposed changes.

The purpose of report is for members to consider and resolve a decision-making process relating to the hackney carriage and private hire licensing service.

RESOLVED:

1)    that decisions remain with the Group Leader for Licensing, and for officers to undertake further work to investigate other possible options that would incorporate members in the decision making and bring this back for consideration at a future meeting of the Licensing and Safety Committee.
