To approve the Minutes of the meeting held on 7^th February 2017.

RESOLVED – That the Minutes of the meeting held on 7 February 2017 be approved.

Mental Health First Aid Training approved at the meeting on 7 February 2017 was being tendered.

The Councillors will be asked to say if there are any items on the agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests.

Councillor Gwen Lowe declared an Other interest in item 9 budget report, reports 2 and 3 as Vice Chair of The Friends of Staincliffe Park.

Most debates take place in public.  This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual.  You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

All items were considered in public.

The Committee will receive any petitions and hear any deputations from members of the public.  A deputation is where up to five people can attend the meeting and make a presentation on some particular issue of concern.  A member of the public can also hand in a petition at the meeting but that petition should relate to something on which the body has powers and responsibilities.

None were received.

The Committee will hear any questions from the general public.

The committee was asked if there might be a change to the district committee’s allocation of funding to wards/areas in the new municipal year?

The Chair responded that funding would be considered in the new municipal year.

Revenue Approved:

(i)         £3,190 Grant – Mount Cricket Club – ground and coaching improvements (Batley West)

(ii)        £3,500 Grant – Friends of Staincliffe Park – Staincliffe Park Christmas lights (Batley West)

(iii)       £1,748 Grant – Spark Skills – Youth Horizon Project (Batley West)

(iv)       £1,995 Grant – Batley Community Alliance – community garden in Batley Memorial Gardens (Batley East)

(v)        £1,000 Grant – East Bierley Preservation Society – East Bierley Christmas lights (Birstall and Birkenshaw)

(vi)       £4,483 – Improving economic vibrancy in Birstall, Birkenshaw and East Bierley (Birstall and Birkenshaw)

(vii)      £2,320 Grant – Liversedge Football Club – for an access options analysis, with a recommendation that the feasibility study should include an analysis of land ownerships for any potential access routes that are considered as part of the study (Cleckheaton)

(viii)     £10,674 Grant – Fearless People – Heckmondwike activity programme (Heckmondwike)

(ix)       £5,000 – Repairs to Batley Bats monument (Batley East)

Capital Approved:

 (i)        £4,708 – Improving economic vibrancy in Birstall, Birkenshaw and East Bierley (Birstall and Birkenshaw)

(ii)        £5,000 Grant – 1^st Spen Valley Scout Group Birkenshaw – provision of accessible toilets (Birstall and Birkenshaw)

(iii)       £7,000 Grant – PCC St Paul’s Church – Birkenshaw village clock repairs (Birstall and Birkenshaw)

New Homes Bonus Approved:

(i)         £15,000 – Try It, Like It physical activity development programme

(ii)        £5,000 Grant – Kirklees Dementia Action Alliance – for a Dementia Friendly Community event with recommendation that further information on expenditure of a previous award is received along with breakdown/ clarification of costs for the community event, prior to release of funding.

(iii)       £19,890 (10% New Homes Bonus) - Refurbishment of theatre seating at Cleckheaton Town Hall, subject to consultation with Chief Executive

(iv)       £52,626 – Dual purpose track for mountain biking and cross country running at Oakwell Hall, Birstall (phase 1).

The Chair Councillor Lowe, summarised district committee activity over the last municipal year.  Councillor Lowe described the range of topics addressed at public meetings, the activity in development, funding allocated and the number of projects it had enabled. All the volunteers involved in Batley and Spen community projects were thanked for their commitment which was highly valued by the committee.  All the attendees of district committee meetings were thanked for their valuable contributions over the year.

Many community organisations have received funding from Batley and Spen District Committee this year.  There will be updates from some of the organisations on how their funding has been used and what the impact has been.

Several community group representatives highlighted their community projects, funded by the district committee, and described the positive impacts the projects had made.

RESOLVED: Community groups were thanked for their updates and for their commitment to delivering community activities. The work of all the volunteers across the district was commended.
