1.	Minutes of previous meeting PDF 140 KB To approve the Minutes of the meeting of the Panel held on 12 September 2017. Decision: Agreed as a correct record.
2.	Interests PDF 46 KB The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests. Decision: No interests were declared.
3.	Admission of the public Most debates take place in public. This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual. You will be told at this point whether there are any items on the Agenda which are to be discussed in private. Decision: All items were heard in the public session.
4.	Robustness of Adult Social Care PDF 795 KB The Panel will receive a report that outlines the approach taken by Adult Social Care to improve the robustness of the Adult Social Care system. That a report detailing performance and evidence that improvements were being made in the Adult and Social Care Service be considered by the Panel at a future meeting – date to be determined.
5.	Health Optimisation Programme PDF 76 KB Representatives from Greater Huddersfield CCG and North Kirklees CCG will present details of the proposals to introduce new criteria encouraging patients who are overweight and smoke to get fit before undergoing routine surgery. PDF 708 KB Decision: That representatives from Greater Huddersfield CCG and Kirklees Public Health be thanked for attending the meeting and that the report on Health Optimisation Programme be noted. That the Panel’s supporting officer be authorised to liaise with attendees to address the agreed actions. The panel agreed that the changes proposed within the Health Optimisation Programme were a significant change to public service and therefore agreed to scrutinise the proposals. The Panel requested that Greater Huddersfield CCG undertake a further 6 week period of consultation, particularly with hard to reach communities in North Kirklees, and report back to the Panel – date to be determined.
