Appointment of Chair

To appoint a Chair of the meeting.

Decision:

Councillor Jo Lawson was appointed Chair for the meeting.

Membership of the Panel

To receive apologies for absence from those Members who are unable to attend the meeting.

Decision:

Apologies were received from Kim Taylor (Co-optee).

4.

Admission of the public

Most agenda items take place in public. This only changes where there is a need to consider exempt information, as contained at Schedule 12A of the Local Government Act 1972. You will be informed at this point which items are to be recommended for exclusion and to be resolved by the Panel.

RESOLVED:

 

1.    That the decision taken in relation to Care Phones be freed for implementation.

 

2.    In respect of the decision set out in (1) above the Panel offer the following comments in relation to the Areas of Focus outlined in the Notice of Call-In:

 

Relevant Considerations: Impact

The Panel note that the impact assessment was undertaken but would request that the stage 2 assessment should be published along with the decision. The Panel further notes that the Public Sector Equality duty is met and recognises the means testing element of the charging and the enhanced offer to all service users from the move to a digital system.

 

Consultation

With regard to consultation, the Panel note that the Co-production Board had been approached in relation to the changes. It is noted that the change in provision is not substantial and will not result in the removal of any elements that are currently provided.

 

As part of the delivery of the service the Panel encourage ongoing engagement with service users and carers to deliver the digital offer.

 

Options

The Panel are satisfied that the alternative funding streams had been considered and are content that the means tested model offers the fairest way of funding provision.
