Membership of the Committee

This is where Councillors who are attending as substitutes will say for whom they are attending.

 

Decision:

No apologies for absence were submitted.

 

2.

To approve the minutes of the meeting held on 5th March 2018.

Decision:

The minutes of the Panel meeting held on 5 March 2018, were presented and approved as a correct record.

 

3.

The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests.

 

Decision:

Cllr Fazila Loonat declared an interest in item 8 below.

 

4.

Admission of the Public

Most debates take place in public. This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual. You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

 

Decision:

The meeting was held in public session.

 

5.

Ofsted letter to Director of Children's Services

Members of the Committee will consider the outcome letter following the recent visit of Ofsted to Children’s Services.  The letter will be made available before the meeting.

Decision:

Members of the Panel agreed that:

 

(1). Elaine McShane be thanked for her attendance at today’s meeting.

 

(2). The receipt and content of the letter from Ofsted (9 April 2018) regarding the outcome of the monitoring visit on 13 and 14 March 2018, be noted.

 

(3). News of subsequent letters and monitoring visits to be shared with members of the Panel in the 2018/19 municipal year.

 

6.

Statement of Purpose for Registered Children's Homes pdf icon PDF 1 MB

Members will receive a report outlining future improvements in children’s residential care.

Decision:

Members of the Panel agreed that:

 

1)    Steve Comb be thanked for his attendance at today’s meeting.

 

2)    The report be received

 

3)    Officers be asked to present a further report – or an annual report - on the development of the “Statements of purpose” for each of the three children’s homes to the Children’s Scrutiny Panel in 2018/19.

 

4)    Officers to also provide more information in the next report on (i) the development of a local sufficiency strategy in Kirklees, and (ii) the help and support offered to young people after leaving care.

 

7.

Members of the Panel agreed that the progress report on the work programme in 2017/18 be noted.
