Decision:

That the minutes of the meeting held on the 25th February 2019 be agreed.

The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests.

 

Decision:

No interests were declared.

Most debates take place in public. This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual. You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

The Panel will consider the latest data showing the number of children in care.

Decision:

1.    The Panel noted the report on the Number of Children in Care showing the latest data and thanked Steve Comb for his contributions. 

2.    The Panel agreed to consider a more detailed report on children in care living outside Kirklees with some case studies showing the case history, challenges involved including financial demand on Kirklees and different types of placements.  The report should also include the number of children who cannot be placed in Kirklees and the reasons why.

The Panel will consider a report providing an outline of key areas of the Kirklees Learning Strategy, which is borne out of the latest educational outcomes report.

Decision:

1.    The Panel noted the report providing an outline of key areas of the Kirklees Learning Strategy, which was borne out of the latest educational outcomes report and thanked Harkireet Sohel for his contributions.

2.    That a future report be considered on the work currently being undertaken with Secondary Head Teachers on attendance and exclusions.

3.    That a future report be considered on what alternative provisions were available for children with different needs and abilities who are not able to attend mainstream education.

4.    That a report be considered by the Panel relating to isolations, how these are being managed within secondary schools and what the planned approach is for the future.

5.    That the draft Learning Strategy be considered by the Panel early in the 2019/20 municipal year.

The Panel will consider an update on the development on the three programmes funded through the Department for Education (DFE) Innovation Funding.

Decision:

1.    The Panel noted the update on the development of the three programmes funded through the Department for Education (DFE) Innovation Funding and thanked Michelle Wheatcroft for her contributions. 

2.    That the Panel will consider arranging a visit to the Early Support Teams to gain a better understanding of the work that was being undertaken and the impact it was having and that this be considered as part the Panel’s work programme for the 2019/20 municipal year.

3.    That the Panel consider data and statistics on the Early Support partnership when the practices have had time to develop.

Review of the 2018/19 work programme and consider items for 2019/20 pdf icon PDF 92 KB

Members of the panel will consider the progress on the work programme during the 2018/19 municipal year and consider issues for inclusion in the Panel’s work programme during the 2019/20 municipal year.
