To approve the Minutes of the meeting held on 7 November 2017.

 

Decision:

The minutes of the Panel meeting held on 7 November 2017 were presented and approved as a correct record.

 

2.

Membership of the Committee

This is where Councillors who are attending as substitutes will say for whom they are attending.

Decision:

Apologies for absence were noted on behalf of Cllrs Darren O’Donovan and Marielle O’Neill, plus Mr Mark Mercer (Co-optee)

 

The Panel also noted that Mr Robert Walton (Co-optee) had submitted his resignation. 

 

3.

The Councillors will be asked to say if there are any items on the Agenda in which they have disclosable pecuniary interests, which would prevent them from participating in any discussion of the items or participating in any vote upon the items, or any other interests.

Decision:

No interests were declared.

 

4.

Admission of the Public

Most debates take place in public. This only changes when there is a need to consider certain issues, for instance, commercially sensitive information or details concerning an individual. You will be told at this point whether there are any items on the Agenda which are to be discussed in private.

Decision:

The meeting was held in public session.

 

5.

Members of the Panel to consider –

 

(a) How to follow up on the issues raised in the Panel meeting on 7 November 2017, and

 

(b) A specific presentation on the demand for supported housing in Kirklees

Decision:

(1) That Paul Kemp, Helen Geldart, David Hamilton and Simon Taylor be thanked for their attendance at today’s meeting, plus their presentation on “Supported housing”

 

(2) That an informal reference group – consisting of members of the panel – be created for the remainder of this municipal year, to allow members and officers to meet again with colleagues to:-

 

- Follow up on the issues raised by the debate on housing at the Panel meeting on 7 Nov 2017,

 

- Track progress with the actions that should follow on from the announcements on housing in the Chancellors budget statement on 22 November 2017

 

- Follow up on the issues raised by today’s specific debate on supported housing and the actions and tasks which officers are planning to undertake in the next 3 months

 

(3) That a visit be arranged for members of the panel to see some of the current extra care schemes in Kirklees, and to find out more about the residents and service users experiences of living there.

 

6.

Corporate Performance Reports for 2017/18

To discuss the availability and use of the corporate performance reports which are presented to Cabinet Meetings.

Decision:

That the quarter 2 performance monitoring report be circulated direct to members of this panel, to allow members to submit any comments and/or questions to Cllr Rob Walker and Steve Copley who will then follow up on these with the appropriate officers.

To discuss and update the 2017/18 work programme for the Economy and Neighbourhoods Scrutiny Panel.

Decision:

That the work programme be received and updated, and presented to the next meeting of the Panel on 18 January 2018.

Future Meetings

To note that the next meeting of the Panel will be on Thursday 18 January 2018 at 9.30am in the Council Chamber, Huddersfield Town Hall. The meeting will be webcast.
