Calderdale and Kirklees Councils have established a
joint health scrutiny committee (JHSC) to examine proposals from
the Calderdale and the Greater Huddersfield Clinical Commissioning
Groups (the CCGs) for hospital reconfiguration.
The formal consultation on the proposals commenced
in March 2016 and was completed in June 2016. In September 2016 the Calderdale and Kirklees JHSC agreed its
response to the proposals which included issuing 19
recommendations.
In October 2016 the Governing Bodies of both CCGs
met to consider the findings from the consultation and agreed to
proceed to developing a Full Business Case (FBC). They also agreed
the response to the JHSC’s recommendations.
The JHSC considered the CCGs response and identified
areas where it was not fully satisfied with the response. As a
consequence, steps were taken to reach agreement in areas of
difference and was supported by an independent
facilitator.
In July 2017 the JHSC met to discuss an update on
the CCGs response and to determine whether theadditional
information submitted had satisfactorily addressed its
recommendations. The JHSC concluded that it had serious concerns
about elements of the proposals and exercised its right to refer
the matter to the Secretary of State for Health.
The Secretary of State passed the referral to the
Independent Reconfiguration Panel (IRP) and in May 2018 the
Secretary of State wrote to the Joint Chairs of the JHSC setting
out his conclusions and included the advice that he had received
from the IRP.
The Secretary of State asked NHS England and NHS
Improvement to work with the local CCGs and the JHSC and to report
on progress in implementing the IRP Recommendations.
In September 2018 the JHSC was presented with
details of the revised proposals that had been developed to address
the concerns expressed by the Secretary of State for
Health.
The JHSC continues to monitor and scrutinise the
work that is taking place to develop and progress the revised
reconfiguration of hospital services at Calderdale and Huddersfield
NHS Foundation Trust. This will include the Final Business Case
which will be considered by the Committee in March 2026.
