Explanation of anticipated restriction:
The appendices are to be considered in private pursuant to the Local Government Act 1972 Schedule 12A Paragraph 3 as it contains information relating to the financial and business affairs of the Council and third parties.

It is considered that disclosure of the information would adversely affect negotiations with third party landowners. Therefore the public interest in maintaining the exemption, which would protect the rights of an individual or the council, outweighs the public interest in disclosing the information and providing greater openness in the council’s decision making.
