The contractor (BAM) is already working under the Pre-Construction Services Agreement (PCSA) to deliver the RIBA 4 design, negotiate the NEC construction contract and the associated contract sum and carry out the enabling works.
The early orders are necessary to secure the resources for the timely commencement of the next stage of the delivery programme under the NEC construction contract. An allowance for these resources is included in the NEC construction contract budget and forms part of those works.
The target date for commencement of the NEC contract is the 15th July 2024 subject to agreement of the contract and the associated contract sum.
A prompt start to the next stage will contribute to achieving the optimum Phase 1 programme and the earliest completion date.
The instruction to authorise these orders will initially be given under the existing PCSA contract. This decision creates a potential liability of £187,870 for the council if for any reason the NEC construction contract is not placed with the contractor, and the orders have to be cancelled. If required the funding will be drawn down from the next stage approved budget.
This decision will take effect from the 24th June 2024.
