The works to be carried out by BAM are in preparation for entering into the Pre-Construction Services Agreement (PCSA) with them.
The works include asbestos removal, strip out, surveys and continuation of the design work.
The initial pre-PCSA instruction to BAM included for an intrusive asbestos survey which has shown that there is significantly more asbestos in the building than was anticipated and needs removing prior to any further activity.
Within the PCSA budget approved at Cabinet on the 21st January 2025 there was an allowance for some asbestos removal, but with the quantities discovered an additional £1,006,100 will need to be allocated to this task. The other works covered by this decision are within the budget allowances.
The removal of the asbestos at this time will mitigate risk and disruption associated with further survey works including structural surveys and the execution of the future strip out, demolition and construction works.
Whilst the additional amount will apply to the overall cost of Phase 2, in the short term, the cost of the additional works can be funded from within the approved PCSA budget which covers the period up to May 2026.
This has been achieved through negotiating a reduced price/scope for design fees, refinement of the list of surveys and by moving the major scaffolding activity out of the PCSA period and into the main construction works. The appointment of BAM under the main construction works is subject to the outcome of the PCSA.
As it will take some time to prepare for the asbestos removal it will be necessary to instruct separately the design works for Phase 2 to maintain the programme.
The value of the first instruction under the pre-PCSA was £296,010, the value of the instruction to progress the design work is £323,343 and the instruction for the asbestos removal and other works will be £2,733,222.
The works form part of the £5.413m Phase 2 Gateway 3 to Gateway 4 budget which allows for the pre-PCSA and PCSA periods up to starting the Phase 2 main construction works on site at Gateway 4.
The decision will take effect immediately.
