have agreed the commencement of the Kirklees Local Plan Scoping
Report. The consultation will commence
13th August – 11th September
2026.

In the new plan-making system (introduced through the Town and Country Planning (Local Planning) (England) Regulations 2026), the Scoping Consultation is the first formal consultation stage in preparing a new Local Plan. This must take place after or alongside publishing the notice of intention to commence and a Local Plan Timetable and prior to Gateway 1. The purpose of the Scoping Consultation (as defined by Regulation 20 of the 2026 Regulations) is to invite comments on:
i. such matters relevant to the preparation of the local plan including minerals and waste as the authority or body consider appropriate, including what the plan should contain, and
ii. how the authority should engage with them in the preparation of the local plan matters.
The Local Plan scoping consultation document outlines key factors that the council considers are important in shaping a new Local Plan and seeks views on local priorities to guide decisions on the future growth and development in Kirklees, a draft vision and objectives and views on how future engagement. The consultation is open to anyone with an interest in the Kirklees Local Plan.
