West Yorkshire Combined Authority - Overview and Scrutiny Committee

Description

PURPOSE

 

The Scrutiny Committee’s purpose is to:

 

Review or scrutinise decisions made by the Combined Authority and its committees, and the Mayor (except in relation to PCC Functions).

 

Make reports or recommendations to the Combined Authority and the Mayor regarding any of their functions or other matters that affect the Combined Authority’s area or inhabitants.

 

Receive and monitor responses to any reports or recommendations.

 

Call-in any decision taken by the Combined Authority, decision-making committees, and Key Decisions taken by the Mayor or an officer.

 

ROLE/EXPECTATIONS OF REPRESENTATIVES

 

Members are expected to:

 

Attend formal committee meetings, informal workshops and working groups as required.

 

Act as a ‘portfolio lead’ and lead on scrutinising a particular policy/function area they are assigned to, monitor developments in that area, attend relevant meetings with briefings with officers, and report back anything of note or concern to the Chair and main Committee.

 

Deputy Members (formerly substitutes) are expected to:

 

deputise for their Member at formal committee meetings, informal workshops and working groups they cannot attend.

 

Support their Member in their taking a lead on scrutinising a particular portfolio area they are assigned to, monitor developments in that area, attend relevant meetings with briefings with officers, and report back anything of note or concern to the Chair and main Committee.

 

Lead on a particular topic themselves in their own right.

 

 

MEETINGS/TIME COMMITMENT

 

·       The Scrutiny Committee currently meets at least 6 times per year, not including workshops and working groups.
